that killed 14 people, injured many more and ravaged much of the state on Saturday as

WA:Man sought over shooting in Perth's north

PERTH, Dec 5 AAP - Police are still appealing for information about a man wanted for
a shooting death in Perth's northern suburbs over the weekend, but have warned the public
not to approach him.

Hayden Shane Joseph, 23, is wanted for questioning over the death of Jeremia Iskander,
21, who was shot in the driveway of his Wanneroo home on Friday evening.

It's been reported the shooting may have been over a debt.

WA Police Commissioner Karl O'Callaghan told reporters on Monday Mr Joseph could be
armed and members of the public were warned not to approach him.

"All we want is information, we don't want the public to intercept the man, we just
want information on where he might be.

"You have to treat this person with caution."

Police believe Mr Joseph may be trying to flee WA and are conducting border patrols,
while staff at the domestic and international airports have been put on alert.

Business is good for the Web hosting provider and domain name registrar and the Ariz.-based Internet company is "sharing the wealth."

In a release, the Company said that already this year, Go Daddy Cares, its charity division, and its CEO have donated more than $2.8 million to a variety of causes in order to make a difference in the world.
Over the weekend, Go Daddy said that it donated nearly $2.5 million to help fund the fight against Parkinson's disease. Go Daddy CEO and Founder Bob Parsons also received the Muhammad Ali Entrepreneur Award during Saturday's Celebrity Fight Night charity event in Scottsdale. "The Champ," who has courageously battled Parkinson's disease for years, recognized Parsons as a philanthropic inspiration, a sentiment echoed by Oscar-winning actress and fellow honoree Halle Berry.

In a surprise move after accepting his award in front of the star- studded crowd, Parsons volunteered to match a series of Fight Night donations up to $1 million. The generous maneuver triggered contributions beyond those for the evening's planned auction items - several from his Go Daddy colleagues. The Internet mogul believes the money will make a significant difference in Parkinson's disease research.

Parsons was roasted with a special GoDaddy-esque video tribute that entertained a ballroom packed with A-list celebrities, such as Billy Crystal, Bret Michaels, Kevin Costner and host Reba McEntire. queen makes the first public appearance of her Australian tour.

Fans are expected to gather in Federation Square on Friday ahead of Winfrey's arrival
at 2.30pm (AEDT).

She continues her Australian tour after finding an unlikely travel guide - singer Paul Simon.

Ahead of her arrival in Melbourne on Friday, Winfrey had spent the second day of her
visit at Uluru.

She said a phone call with the best-selling singer led her to cancel a trip to Hamilton
Island in favour of visiting the world-famous sandstone rock formation.

Staff members at Uluru-Kata Tjuta National Park and Ayers Rock Resort signed confidentiality
agreements to stop them talking to the media.

Winfrey completed her tour of the site as a tearful interview was being screened in
the US showing her denying she was a lesbian.

Her long personal and professional connection with Gayle King has sparked rumours that
they are gay, but Winfrey broke down in tears as she dismissed the speculation in an interview
with American ABC's Barbara Walters.

"I'm not even kind of a lesbian," Winfrey told Walters.

Persistent gossip to the contrary annoys her, she says, explaining that, if it were
true, "why would you want to hide it? That is not the way I run my life".

There was no sign of the speculation affecting her trip to Australia, however, as Winfrey
told reporters how singer Simon had called her to say she should visit Uluru.

"The reason I wanted to go to Uluru is that Paul Simon called me and said you must,
it's not to be missed," Winfrey told Ten News.

Winfrey will meet up up with her 300 guests at various different points on her so-called
Ultimate Australian Adventure before ending her daytime talk show early next year.

ADELAIDE, Aug 3 AAP - A woman has suffered a collapsed lung and is in a serious condition
in hospital after a stabbing in Adelaide's south.

Police said the woman was stabbed in the left side of her chest on Monday night in
a domestic incident at suburban Oaklands Park.

The offender fled the scene, but was known to police, a spokeswoman said.

Vic: Motorcyclist dead in collision

MELBOURNE, Dec 20 AAP - A motorcyclist has died in a collision near Mildura in Victoria's
far northwest.

The man had been riding in Merbein, near Mildura, when his bike collided with a car
about 3.30pm (AEDT) on Sunday.

He was pronounced dead at the scene along Old Wentworth Road.

The female driver of the car was trapped inside her vehicle for a short period but
did not suffer life-threatening injuries.

The man's name and age have not been released.

The fatal collision brings the state's Christmas road toll to three and the 2009 toll to 280.

SYDNEY, Aug 11 AAP - A man charged with shooting dead two men on a Sydney street knew
them to have violent reputations and had acted in fear of his own life, a Sydney jury
has been told.

Farhad Qaumi, 26, has pleaded not guilty to murdering Bassam Chami, 26, and his high-school
friend Ibrahim Assad, 27, in Blaxcell Street, Granville, in Sydney's west, late on March
29, 2006.

His NSW Supreme Court trial on Monday was told Qaumi admitted shooting the men, but
in his opening address on Tuesday, Qaumi's lawyer Stephen Hanley said his client had been
acting in self-defence.

Mr Chami and Mr Assad arranged to meet Qaumi outside his home on the night of the shootings
to discuss an incident involving another man, Ali Mobayad, earlier in the day.

Mr Mobayad told the court Qaumi had taken exception to him offering a lift to one of
his young relatives, and had confronted him in a "very aggressive" manner.

He said Qaumi pulled up beside him in his car and "leant over to where his feet were
and his motion was cocking a gun back".

Under cross-examination, Mr Mobayad said he didn't see a gun, and only assumed Qaumi
had a weapon.

He told the court Qaumi then got out of his car and asked: "Are you after me?", to
which Mr Mobayad replied "no".

The pair ironed out their issues in a phone conversation later that day after realising
there had been a misunderstanding.

But Mr Mobayad said he then told Mr Chami and Mr Assad about the incident with Qaumi,
and Mr Chami got "a little bit upset and disturbed".

Mr Mobayad said he reluctantly handed over Qaumi's mobile phone number to Mr Assad,
who arranged the meeting.

Mr Hanley told the court Qaumi went to the meeting because he was threatened by the
two alleged victims.

"He had been threatened that if he didn't attend (the meeting) there would be violent
consequences against him and his reputation," he told the jury.

"He feared their reputations, that they were men of violence."

He said his client did not turn himself in to police after the shootings because he
had "received threats from at least one associate of Mr Assad that if he were collected
by police there were people waiting for him in jail and people were looking for him".

The court was told Qaumi's sister's home was targeted in a driveby shooting on March
30, and then his family home was shot at in a similar incident on April 3.

After several months on the run, "the accused changed his appearance - he dyed his
hair blond, because he was in fear, and in great fear of what might occur to him," Mr
Hanley said.

The trial before Justice Elizabeth Fullerton continues.

across the state.

During JOYCE CHANT'S trial the jury was told her violent .. abusive husband was accidentally
shot during a struggle over a gun.

The jury retired on Tuesday but have told NSW Supreme Court Justice RODERICK HOWIE
it's unable to decide if the incident was murder .. manslaughter or simply an accident.

SYDNEY, Aug 29 AAP - A 67-year-old man has been charged after allegedly grabbing a
12-year-old girl as she ran along a Sydney street.

Police say the girl was running along Botany Road, Mascot, in the city's south, about
4.30pm (AEST) on Wednesday when a man approached her.

"Police have been told that the man allegedly grabbed the girl and indecently assaulted
her," NSW Police Force said in a statement today.

"The girl freed herself from the man's grasp and alerted police."

A man was arrested at his Mascot home about 9am yesterday as a result of police investigations.

He faces charges of detaining a person for advantage, and aggravated indecent assault.

He was denied police bail and is due to appear before Waverley Local Court today.

SYDNEY, April 23 AAP - Footage of the Anzac Day dawn service at Gallipoli will be available
for live broadcast on all Australian television networks, after ABC Television today backed
away from its demands for delayed coverage.

The ABC, which is beaming footage of major international Anzac Day events back to Australia,
had been in discussions to provide the live footage to other networks on the basis they
delayed the broadcast.

The ABC had wanted the other networks to screen the Gallipoli dawn service on a half-hour
delay at 1pm, when its own coverage of the Sydney and Melbourne Anzac Day marches is scheduled
to end.

However, ABC Television director Kim Dalton today said the ABC would now provide live
coverage of the Gallipoli dawn service to all networks.

It would also deliver live coverage of the Villers-Bretonneux dawn service in France,
he said in a statement.

An ABC spokeswoman said other networks would not be required to delay their broadcasts
of either service.

"There was some discussion about what we would do and hence the leaked emails from
Sky," she said.

She was referring to an email to Sky News news director Ian Ferguson, quoted by News
Ltd, in which ABC's head of sport and events Iain Knight said: "I do not wish you to go
live this year. To be clear, Sky News DOES NOT HAVE PERMISSION to broadcast the Gallipoli
dawn service in 2008 before 1300 AEST.

"Please respond indicating that you accept this and will comply or I will be forced
to reconsider the level of access granted to Sky to all of the Anzac Day broadcasts."

In the past, the live feed from Gallipoli had been delayed until the end of the broadcast
of the Sydney and Melbourne marches, in an agreement with the RSL.

"We have always done it this way because people want to see the marches, that's what
is important, they want the local marches," the ABC spokeswoman told AAP.

"It's only the growth of Gallipoli that the focus has changed a bit to that."

This year's Gallipoli service will be screened live on ABC2, while ABC1 will switch
to the footage from Anzac Cove after the Sydney and Melbourne marches end.

RSL national president Bill Crews said the long-standing agreement was formed so the
city marches could be televised in their entirety.

The networks needed to cooperate to satisfy audiences interested in different services
around Australia and abroad, he said.

"It might be a good opportunity for them (the networks) to work cooperatively so that
everybody in Australia who can't physically attend a venue for Anzac Day can at least
view what they're interested in through television."

Ahead of Anzac Day on Friday, 3,000 south-east Queensland school children gathered
for a service in Brisbane today.

Queensland Governor Quentin Bryce told the children to let the Anzac legend be an example
for their lives.

"My young friends, take time to listen to the silence, to let it tell you more about
the thousands of men and women who risked their lives to teach you more about yourselves,"

Ms Bryce said.

SYDNEY, Aug 8 AAP - Bulldogs rugby league player Damon Alley-Tovio is facing charges
of assault, unlawfully taking and driving a car and drink driving.

It's understood the charges relate to an incident last week in which Alley-Tovio is
alleged to have assaulted two men inside the Rydges Hotel at Parramatta.

Security guards threw him out of the hotel and police attempted to arrest him but he
allegedly ran off before getting into a car which had been left unoccupied in the emergency
lane near the M4 overpass on James Ruse Drive.

The vehicle was later found at Maroubra police station in Sydney's east, while the
keys were handed in through a third party, police said.

Alley-Tovio, 23, handed himself in at Auburn police station just before 5pm (AEST) yesterday.

He has been charged with two counts of assault occasioning actual bodily harm, taking
and driving a conveyance, driving under the influence of alcohol, and affray.

He has been issued with a court attendance notice to appear at Parramatta Local Court
on August 30.

Alley-Tovio, of Coogee, joined the Bulldogs this year but has not reached the top grade.

The club said earlier he had been suspended and it would be considering its options.

The council has begun setting up the board .. following a recommendation at last September's
Conference of Australian Imams in Sydney for national and state boards of Imams.

The Islamic Council of WA's religious adviser .. ABDUL JALIL AHMAD .. says individual
Imams have been providing advice on issues such as divorce and commercial and property
disputes based on Sharia law for years.

He says a state body is needed to provide unified and clear decisions.





But SURESH RAJAN .. spokesman for the Ethnic Communities Council of WA .. says it's
dangerous to mix religion and civil law.

He says .. once you get into a legal system based upon religious principles .. a greater
risk of interpretational difficulties will come up.

Federal Attorney-General PHILIP RUDDOCK says a board of Imams would be allowed to settle
differences out of court .. but wouldn't be allowed to pass judgement on disputes.

A learner driver has been charged over a fatal accident in July that claimed the lives
of a Toowoomba mother and her two-year-old daughter.

The two-vehicle crash happened in Toowoomba in south-east Queensland .. on July 15.

Police say the 26-year-old man will appear in the Toowoomba Magistrates Court on September

Tas: New police taskforces to target anti-social behaviour

HOBART, April 21 AAP - Tasmania Police will establish four new taskforces to crack
down on anti-social behaviour.

Assistant Commissioner Scott Tilyard said the taskforces would also target offences
in public places and domestic violence.

They had been made possible by the recruitment of 48 additional officers, announced
in the last state budget.

"The main aims are to reduce the level of crimes against the person, particularly public
place assaults, enhance early intervention, and identify and respond effectively to all
public order issues," Mr Tilyard said.

The taskforces, to be established in all four of Tasmania's police districts, will
form part of the District Response Division.

"The District Response Division will also assume responsibility for family and juvenile
priorities through the management of Victim Safety Response Teams and youth intervention
and diversion programs," Mr Tilyard said.

"Tasmanians can rest assured that these measures have been well planned and are set
to strengthen our position as the safest state in the nation."

Key factors for determining the suitability of converting a fluid-mechanics laboratory to remote-access mode.(Technical report)

1 INTRODUCTION

Laboratory classes are an essential part of the education of undergraduate engineers. Laboratories provide the opportunity to acquire a range of skills and knowledge that are not available through other avenues (Feisel & Rosa, 2005). Providing these opportunities can be very expensive in terms of equipment and consumable costs, as well as the time and energy of academic staff required to prepare, supervise and assess these laboratories. As the size of engineering cohorts has grown, providing laboratory experiences to all students has become more challenging, with purchasing more and more equipment no longer a feasible solution.

One alternative solution is to provide web-based remote access to laboratory hardware. Remote access to the hardware can relax many of the constraints of the in-person experience: scheduling, supervision and directness of control can all be achieved much more easily when students can connect remotely via the internet, rather than requiring synchronised attendance in a physical laboratory

Remote laboratories were first introduced in 1996 (Aktan et al, 1996) and since then remote laboratories have become a relatively mature technology. The field has developed to the point where the literature contains reviews of remote laboratories (Ma & Nickerson, 2006), and the challenges have moved from technical implementation through to pedagogical design and frameworks for interinstitutional sharing of equipment.

The focus of remote laboratory development is now moving towards more sustainable models. Rather than individual academics custom building equipment for their specialised subjects, remote laboratory development is increasingly being carried out by multi-institution consortia such as the Australian Labshare (2011) project. These groups allow academics considering remote laboratories to take advantage of pre-existing tools to implement their experiments, rather than having to begin from scratch.

Even with this support for development, however, some kinds of equipment are more prevalent in the literature on remote laboratories. Topics dealing with control theory, such as proportional-integralderivative or programmable logic controllers, seem common. Simple mechanical systems like pendula or linked masses also appear often. The domination of the field by some kinds of laboratories raises questions. Are these laboratories more prevalent because they are better suited for remote conversion? Is there some combination of attributes of these experiences that makes them better suited for use in the remote mode? Or is it that the academics who teach these classes are more likely to be the kind of people who want to build remote laboratories?

There are pedagogical arguments to support the shift from an in-person experience to a remote-access mode, and the literature contains a number of references to the evaluation of student learning in the remote mode. The earliest evaluations, which only compared marks, found the modes to be equivalent for learning (Ogot et al, 2003), however, more fine-grained evaluations have found differences in outcomes for the students. Lindsay & Good (2005) showed that some learning outcomes can be enhanced through a transition to a remote mode, while other learning outcomes will be degraded. There are frameworks for evaluating the learning outcomes of remote laboratories (Mohtar et al, 2008), for example, however, the emerging consensus is that "direct comparison [between modes] is not appropriate or productive" (Hanson et al, 2009).

Depending on the balance of which outcomes are desired from a laboratory, it may be that remote access will provide a superior learning opportunity. To determine this, a range of factors - the type of learning required, the nature of the experiment and the willingness of the instructor - must be considered. By considering these factors, it should be possible to provide a metric for determining whether a particular laboratory experience is suitable for the remote-access mode, or whether it must be performed in the face-to-face environment.

The absence of such metrics from the literature is therefore somewhat startling. For all of the work that has been conducted on how to implement remote laboratories, there has been very little work on whether or not a laboratory is suitable. There has been evaluation work on the learning outcomes of the remote mode, however, this is only one (admittedly very important) aspect of suitability for remote implementation.

This paper addresses the gap in the literature by using a case study at Curtin University to provide an evaluation framework and then generalises its contribution for use by others. The next section describes the existing face-to-face laboratory, while the third section describes the issues that affect its suitability for conversion to the remote access mode. The fourth section provides the preliminary generalisable framework, and the final section concludes the paper.

2 THE "FLOW THROUGH PIPES" LABORATORY

The flow through pipes laboratory is part of the second-year Fluid Mechanics 230 unit at Curtin University. This experiment allows students to explore how fluids act in different flow regimes (laminar, turbulent and transition), and to compare experimental measurements with the theoretically predicted model.

2.1 The experimental setup

The equipment (figure 1) consists of a 6.1 m long brass pipe through which oil is continuously circulated by a hydraulic pump. The pipe has 19 piezometric tappings that are each connected to a mercury-filled manometer to measure the pressure at specified locations along the pipe. The flow in the pipe can be maintained laminar up to a Reynolds number (Re) of about 2000. Turbulence is initiated by inserting a rod at the upstream end of the pipe; the flow becomes turbulent at an Re of about 5000. The pipe discharges into a transparent perspex catchment so that the difference between laminar and turbulent flow can be visually observed.

The experimental rig is physically very large, and there is insufficient space within the laboratory to simply build multiple identical copies to address the student demand. This is one of the motivations for the consideration of remote access alternatives, provided the experiment proves suitable for conversion.

2.2 Laboratory activities and learning outcomes

There are a range of learning outcomes that students are intended to achieve through this laboratory class. The experimental assignment aims to cover a comprehensive study of flow in pipes. Therefore, this experiment is designed to illustrate laminar, transitional (intermittently turbulent) and fully turbulent pipe flows, and to determine the conditions under which these types of flow occur (figure 2).

To explore these concepts, the students take a range of pressure and velocity readings along the pipe, allowing them to measure the pressure drops along and velocity profile within the pipe. These measurements, along with the student-controllable parameters of the flow (such as velocity), allow for the students to explore the nature of the flow. In particular, students are intended to understand the concept of friction applied to pipe flow, and to develop the relationships between the friction factor and the Re for laminar and turbulent flows. These measurements then allow for calculations to be made, and comparisons made between their results and the theoretical calculations learnt in the lectures.

In addition to these theoretically-driven objectives, the students are also expected to improve their professional skills as engineers. These include safe operation of the equipment, managing their time to complete all of the necessary tasks within the session, communicating with other students in their group, and managing their time to submit a report two weeks after conducting the experiment.

3 SUITABILITY FOR CONVERSION TO REMOTE ACCESS

The flow through pipes laboratory is being considered for conversion to a remote-access mode. Before this conversion can be made, however, it is crucial to consider the suitability of this experiment for implementation in this mode. This requires the analysis of a wide range of factors, each of which varies in the extent to which it supports the remote conversion.

3.1 Visualisation of flow patterns

One of the key objectives of this laboratory is for students to be able to visualise the different kinds of laminar and turbulent flow patterns, such as are shown in figure 2. Conveying the visual elements of the experiment is well within the capabilities of a remote-access implementation. Indeed, depending upon the quality of the video cameras used and of the monitors upon which the students view the video, it may be possible to provide a clearer view of the flow than would be possible inside a crowded laboratory.

It is also significant to note that while the flow patterns do depend upon the geometry of the experimental rig, they are not directly dependent upon the overall physical size of the apparatus. As such it will be feasible to construct smaller versions of the equipment for remote operation without the students losing access to the critical flow patterns.

3.2 Laboratory scheduling

Fluid Mechanics 230 is one of the largest units at Curtin University, with a total of more than 500 civil, mechanical and chemical engineering students enrolled in the class. The flow through pipes laboratories are scheduled in the second half of the semester, after the relevant theory has been covered in lectures, leaving only a five-week window for all 500+ students to complete the laboratory on the same piece of equipment.

Ten, two-hour laboratory sessions are offered each week; this requires an average group size larger than 10. Reducing the size of these groups would require additional access time to the equipment, however, there are significant difficulties in offering more than 20 hours a week of laboratory time, both in terms of demonstrator and student availability. Laboratory sessions cannot be scheduled to clash with other lectures or tutorials; with three different disciplines involved in the unit, this reduces the opportunities for additional laboratory time to be offered.

In addition to the structural difficulties in scheduling, there are also individual difficulties for students. Most students have commitments outside of their study; there are a constant stream of issues that arise from scheduling. Students miss their scheduled sessions for a variety of reasons, legitimate or otherwise. Some seek to avoid clashes by asking in advance to change their allocated session. During the five weeks the experiments are running, the laboratory coordinator for the unit receives an average of 5-10 emails a day from students seeking to make changes to their scheduled class.

Remote access to the laboratory hardware has the ability to significantly increase the amount of time for which the experiment is available. The equipment can be made available remotely 24/7, allowing the students to schedule their access according to their own constraints, rather than requiring students to adapt to the university's timetable. Implementing multiple copies of the hardware will allow multiple students to access the equipment simultaneously, further easing the challenges of scheduling 500+ students.

3.3 Participation within the laboratory

It is inevitable with large group sizes that not all students can participate equally within the laboratory. This is partly due to a lack of opportunity--not everyone can control the equipment directly in the time allowed--but also due to the differences in students' learning styles and abilities. Students learn at different speeds; concepts come easier to some students than to others.

The current scheduling arrangements require students to work in groups of 10 or more, ensuring that there will be a range of learning speeds within the students. In this case it is almost inevitable that the group as a whole will be working either too fast or too slow for some of its members.

The dominant paradigm for remote access in the literature is an individual learning experience, in which single students control equipment. Working individually allows for each student to learn at their own pace - students who learn faster or slower than the average can take less or more time to achieve the same outcomes.

3.4 Repetition of measurements

Aside from the difficulty of fitting all of the students into a laboratory session, the time limitations also impact upon the way in which students learn within that session. One difficulty is that students are often not sure at the time of exactly what data they should be recording. While the theory gives them an indication of which parameters are important, it is often only when the students analyse the data after the laboratory that they realise which values of the parameters they should have considered. The current model provides no opportunity to take additional data to deepen the students' investigations; remote access allows for students to follow up and take more data after their initial session.

3.5 Multiple campuses

In addition to the 500 students at Curtin's main Bentley campus, there are another 200 students enrolled in Fluid Mechanics 230 at Curtin's Miri Campus in Malaysia. The ability to service all 700 students with the same investment in laboratory hardware is an advantage.

3.6 Variability of physical measurements

One physical phenomenon that is demonstrated very well within the laboratory is the inherent variability of physical quantities. The friction losses in the pipes are measured through a series of mercury manometer readings. While the experiment is operational, the students can see the manometers flickering as the pressure in the pipe fluctuates, and can clearly relate this flickering to the variability of the flow in the pipe.

A remote conversion is unlikely to use an optical-inspection approach for measuring pressure; instead, some kind of pressure transducer will be used. There is a concern that this will impact on the students' understanding of the variability through two possible avenues. The first is that the transducer will report only an averaged pressure value, and that the variability will be hidden from the students. The second is that if the variability is conveyed, that it will be interpreted by the students as some kind of error in the interface, rather than as an accurate representation of the physical phenomenon.

3.7 Remote controllability

The equipment has the advantage that it is relatively straightforward to convert to remote access. Each of the parameters that need to be measured, such as pressure and flow rate, can be measured using sensors that can be digitised easily. The quantities that must be controlled, such as pump speed, can be controlled through digitally-operated actuators. This would require some changes in the way in which quantities are measured, but it will not require major adjustments to the way in which the experiment is implemented.

3.8 Tactile experience

Some elements of the laboratory experience cannot be replicated in a remote mode. While students can certainly see the different types of flow regimes through a video link up and they can hear the changes in pump sounds as the flow rate increases through an audio link, there are some senses that cannot be conveyed remotely. The oil used in the experiment has a distinctive smell that becomes more prominent when the flow rate increases; similarly the laboratory itself has an ambience different to that of a lecture theatre or classroom.

The direct hands-on elements of the experiment are also impossible to replicate. While electronic commands can be used to choose a new set-point for the flow rate, this differs from the students manually turning a stopcock to allow more fluid to flow. In the course of their professional careers it is more likely that they will operate valves remotely, rather than by hand, but it is still important that at some point in their training they understand the manual version. While not essential to this particular laboratory, it is an outcome that cannot be abandoned altogether.

4 KEY FACTORS FOR DETERMINING SUITABILITY: A GENERALISED FRAMEWORK

Overall, the flow through pipes laboratory is suitable for conversion to remote access. This decision was made after considering which factors led to improvements, which led to compromises and which remained neutral. When aggregating the analysis, the factors fell into three generalisable categories, which can also be used as a generalised framework for considering other laboratories: learning factors, equipment factors and cohort factors.

4.1 Learning factors

Ultimately, the most important question is whether the students would learn as well or as much from the remote implementation. Analysing the options shows that the core elements of the laboratory can be learned just as well in a remote implementation, and in some instances the remote access will potentially allow for improvements in student learning. Increased access time and self-paced access offers an opportunity to allow the students to learn in the way they wish, rather than the way in which the group they are allocated to chooses as its norm.

It is unavoidable that some learning outcomes cannot be achieved as well (or at all) in the remote-access mode. Direct hands-on control of the equipment is impossible, however, when compared to understanding the differences between turbulent and laminar flow, it is less important.

When aggregated, the learning factors for the laboratory come out essentially neutral; students can meet the core learning objectives equally well in either mode.

4.2 Equipment factors

The equipment in this experiment is intended for illustrating the theoretical concepts; it is not essential that the students develop skills with this exact hardware. In other laboratories students are expected to develop proficiency in the use of an oscilloscope, a soldering iron or another piece of laboratory kit. In this laboratory, however, the equipment itself is unimportant, except as a method for illustrating the concepts involved.

This experiment is well suited for conversion to a remote-access mode. It is a closed loop system, that does not require the user to insert or remove work pieces or samples. The sensors can be converted for remote access using off-the-shelf components, as can the actuators involved.

4.3 Cohort factors

The cohort of students who use this experiment make it suited for remote access. The large numbers of students, combined with the relatively short window in which they all must gain access to the equipment, support the drive to make the experiment available in more flexible ways.

5 CONCLUSION

This paper has introduced a high-demand laboratory class in fluid mechanics and has analysed this experiment for suitability for conversion to remote access. There are some learning outcomes that will not be able to be achieved as well in the remote mode, there are some that may be enhanced and others remain neutral to the delivery mode. This overall neutrality of learning outcomes allows for the logistical considerations to dominate the decision, and it is clear by the analysis that remote access has the potential to greatly relax the significant scheduling constraints of the existing lab.

In addition to this analysis, this paper draws from the analysis three generalisable factors for making judgements concerning a laboratory's suitability for conversion: learning factors, equipment factors and cohort factors. In this scenario, all three factors are either positive or neutral regarding the conversion, indicating clearly the value of a remote conversion. In situations where these factors may be contradictory, a more sophisticated and detailed framework would be warranted.

A/Prof Euan Lindsay is a mechatronic engineer, a discipline that integrates computers, electronics and physical hardware. His PhD investigated whether remote and simulated access alternatives to the traditional in-person laboratory experience could provide the same learning outcomes for students. Euan's work in Remote and Virtual laboratory classes has shown that there are significant differences not only in students' learning outcomes, but also in their perceptions of these outcomes, when they are exposed to the different access modes. Euan is an Associate Professor in Mechatronic Engineering at Curtin University, Perth, Western Australia. His research interests include engineering education, telecontrol (particularly internet-based telecontrol), artificial neural networks, and rehabilitative technologies for people with sensing impairments. He was the 2010 President of the Australasian Association for Engineering Education, and is an Associate Editor of the Australasian Journal of Engineering Education. He is a Fellow of the UK Higher Education Academy and was the recipient of a 2007 Carrick Award for Australian University Teaching. In 2005 he was named as one of the 30 Most Inspirational Young Engineers in Australia.

Dr Priyantha Ranjan Sarukkalige is a senior lecturer in Civil Engineering at Curtin University. Online 'coupon' companies turn retail model on its head.(Local Opinion)

I've been following the Group on phenomenon since my visit last summer to Chicago, where the two-year-old company is headquartered.

Almost everybody I talked to was familiar with Groupon, and many had success stories to share. It was all the buzz.

And this was before the company aired its first Super Bowl ad, and before it refused to be purchased by Google for $5.5 billion.

Somebody thinks that Groupon is the Next Big Thing. Hundreds of companies are copying the model. This newspaper introduced its version, DealTIP, earlier this week. The Groupon concept rearranges several familiar business models, but the rearrangement represents something entirely new.

Remember those coupon books that arrived in your mailbox every month? Groupon adapts that model to the Internet, saving the printing and mailing costs.

Once you sign up, a new discount offer arrives with your e-mail every morning. But Group on is more than a coupon program. It's easiest to describe the difference if you follow the process backwards, beginning at the end.

A groupon is not a coupon at all. In the end, what you have is a gift certificate. If you like the deal, you buy it. You're not only told, you're sold.

But before it even becomes a deal, it's only the potential of a deal. Each deal has a "tipping point," meaning that nobody gets the discount until a certain number have claimed it.

That motivates each recipient to spread the news about the deal, recruiting other buyers to help the deal reach its tipping point. Groupon starts with "group." It's Coupon Clipper meets Amway.

But we're still not at the beginning. Groupon doesn't allow you a place in the queue to receive the deal until you've done two things. You must tell Group on who you are and how you will pay for any deals you want. That doesn't seem strange, until you consider the level of trust involved, because the steps are out of order.

Imagine a restaurant that asked for your credit card before you saw the menu, chose your entree or had your meal. Now imagine they warned you that there may be no food served tonight - no deal - but they want your credit card on file, just in case.

I think I know where Group on founder Andrew Mason got the idea to invert the retail sequence. Twenty years ago in Chicago, there was a trendy downtown restaurant that had a crazy twist on the dining experience. The hostess would walk you past the dessert case on your way to your table, and then she would offer to sell you "dessert insurance." I still remember her pitch:

"Our desserts are so irresistible - you saw them a moment ago - that we sell dessert insurance. It's a dollar per person, but then after dinner if you can't resist, every dessert is half the price." Life is uncertain, right?

With dessert halfway ordered before contemplating dinner, the restaurant sold lots of desserts. The hostess kept the "insurance" dollars as tip income.

Groupon likewise meddles with the traditional rhythm of retail, but without a friendly hostess or a growling stomach urging you on. It certainly attracted Google's attention, and it has created a brand-new category of business marketing.

Groupon started in November 2008. It has several national competitors, including Living Social. Both arrived in Eugene about the first of the year, along with a local version called Crusader Deals and now The Register- Guard's DealTIP.

The Glenwood restaurant recently offered half-price dinners and sold almost 2,000 gift certificates in a matter of hours. It's a new sort of power. Is it people power?

Motivating the public to spread the word brings them into the marketing equation as a partner. That can feel empowering. "It's not a deal - or it's not the best deal possible - unless you do something. Share it on your Facebook page, e-mail it to buddies, get the word out."

Mason set out to build a system that would produce social change. It turned into this unexpected commercial success. But there's still a chance that this radical reinvention of retail rhythm called Groupon may yet achieve Mason's original goal.

FCC poised to OK net-neutrality rules; Expected 3-2 vote would end long battle, but not debate; Regulations criticized by opponents and supporters.(Business)

WASHINGTON -- New rules aimed at prohibiting broadband providers from becoming gatekeepers of Internet traffic now have just enough votes to pass the Federal Communications Commission on Tuesday.

The rules would prohibit phone and cable companies from abusing their control over broadband connections to discriminate against rival content or services, such as Internet phone calls or online video, or play favorites with Web traffic.

FCC Chairman Julius Genachowski now has the three votes needed for approval, despite firm opposition from the two Republicans on the five-member commission. Genachowski's two fellow Democrats said Monday they will vote for the rules, even though they consider them too weak.

The outcome caps a nearly 16-month push by Genachowski to pass so-called network-neutrality rules and marks a key turning point in a policy dispute that began more than five years ago.

"The open Internet is a crucial American marketplace, and I believe that it is appropriate for the FCC to safeguard it by adopting an order that will establish clear rules to protect consumers' access," said Commissioner Mignon Clyburn, a Democrat.

Yet many supporters of network neutrality are disappointed.

Clyburn and the other Democrat, Michael Copps, both said the rules are not as strong as they would like, even after Genachowski made some changes to address their concerns.

That sentiment was echoed by some public-interest groups.

"The actions by the Federal Communications Commission fall far short of what they could have been," said Gigi Sohn, president of Public Knowledge. "Instead of strong, firm rules providing clear protections, the commission, created a vague and shifting landscape open to interpretation."

A number of big Internet companies, including Netflix, Skype and Seattle-based Amazon.com, have previously expressed reservations about the proposal as well.

Meanwhile, even the weakened rules are likely to face intense scrutiny as soon as the Republicans take over the House next year.

The chairman's proposal builds on an attempt at compromise crafted by outgoing House Commerce Committee Chairman Henry Waxman, D-Calif.

The rules would require broadband providers to let subscribers access all legal online content, applications and services over their wired networks -- including online calling services, Internet video and other Web applications that compete with their core businesses.

But the plan would give broadband providers flexibility to manage data on their systems to deal with problems such as network congestion and unwanted traffic such as spam as long as they publicly disclose their network-management practices.

Senior FCC officials stressed that unreasonable network discrimination would be prohibited and noted that this category would most likely include services that favor traffic from the broadband providers themselves or traffic from business partners that can pay for priority.

The proposal would, however, leave the door open for broadband providers to experiment with routing traffic from specialized services such as smart grids and home-security systems over dedicated networks as long as these services are separate from the public Internet.

Public-interest groups fear that exception could lead to a two-tiered Internet with a fast lane for companies that can pay for priority and a slow lane for everyone else.

They are also worried that the proposal lacks strong protections for wireless networks as more Americans go online using mobile devices.

The plan would prohibit wireless carriers from blocking access to any websites or competing applications such as Internet calling services on mobile devices. It would require them to disclose their network-management practices, too.

But wireless companies would get more flexibility to manage data traffic as wireless systems have more bandwidth constraints than wired networks.

"Individuals who depend on wireless connections to the Internet can take no comfort in this half-measure," said Joel Kelsey, political adviser for the public-interest group Free Press.

Republicans, meanwhile, warn that the new rules would impose unnecessary regulations on an industry that is one of the few bright spots in the current economy, with phone and cable companies spending billions to upgrade their networks for broadband.

Burdensome net-neutrality rules, they warn, would discourage broadband providers from continuing those upgrades by making it difficult for them to earn a healthy return on their investments.

Digital and internet radio in one box

Pure's digital radios have long been among the best around, but the Evoke Flow is the company's first foray into internet radio.

Unlike broadcast radio, the internet version is distributed online and usually listened to on a computer, or on a dedicated device such as the Flow.

Unlike other internet radios we've seen, the Flow is attached to Pure's free-to-use Lounge website. On the site you can listen to stations and set favourites, then once the radio is linked to your website account your favourite stations are automatically transferred to the radio.

Setup was easy: it connects to a wireless network (there's no wired connection, which annoyed us a little) and you have to enter you network password using the

dial on the front. The radio is well designed, with touch-sensitive controls on the front panel and only two dials, for volume and tuning. The screen on the front is good and bright, and dims at night when not in use.

The Flow can also access normal digital radio (DAB) stations, as well as streaming music from a computer or network hard disk.

Tuning was fiddly, especially for Dab, and although the dial works well, scrolling through long lists of songs or stations can become a drag.

If you use it in conjunction with the online Lounge, though, it works much better and access to favourite stations is straightforward.

Quality was good for internet stations and Dab, although we found the quality on streamed music to be a little lower than from comparably priced dedicated media streamers.

The Pure Evoke Flow is easy to use and simple to set up, well built, and offers great access to lots of stations from around the world, as well as UK digital radio.

It's also good value, being only a little pricier than a dedicated Dab or internet radio. Pure's aim with the Evoke Flow was to make an internet radio for the masses, and on this evidence it has succeeded.
